Prime Minister Tony Abbott has described photos of Bali's Police Chief posing with the Bali Nine ringleaders as "macabre".
Australia has lodged an official complaint with Indonesia's ambassador, also raising concerns about the excessive use of force during their transfer.
It comes as the pair's execution is delayed again, possibly for up to 10 days.
Indonesia has also said "no way" to a prisoner swap to save Andrew Chan and Myuran Sukumaran, with President Widodo reportedly laughing at the prospect suggested by Foreign Minister Julie Bishop during a tense phonecall.
Meantime, a "Keep Hope Alive" candelight vigil for the two men will be held in Little Park in Shellharbour at 7.30 tonight.
